Its special oil. Usually mineral oil or something like that so its non conductive. You usually get warmer temps though but it looks cool. Just doesnt cool well.

Your desktop PC is essentially submerged "in air" ... it can be submerged in any material as long as it is not conductive . Or otherwise does not interfere with a component's operation.
yes, pouring pure distilled water will not result in any immediate issues ... but that water will absorb impurities from the air and submerged components which will make it conductive.
