how does chrome know which bookmarks are correct?

Somehow I can now also see my tablet bookmarks on my pc and vice versa.
If chrome is syncing the two how does it know which version is "correct"?
I organised the order of some on my pc. Do i have to actually do something else to be able to see the changes on my tablet?

If you are signed into Chrome. It wills sync the bookmarks across whatever devices you are sign into via Chrome with.

It doesn't know which bookmarks are "correct" it simply syncs changes you make. Doesn't matter where you make them.

If you make a change on device#1 and will sync it to device#2 and visa versa.

So I can't force it to update?
Maybe I need to leave it a day or so?
When I changed the order using the pc a couple of months ago the appearance on the tablet followed suit.
I updated chrome on the tablet but now the bookmarks are in some random order.
On the pc they are in the a-z order I'd put them in.

 
"Syncinc" is not a continuous process, it is more like "once in a while".
Take this example:
12:00:00 All bookmarks are in sync
12:00:10 You make a change on PC1
12:10:00 This change is propagated to PC2
12:10:10 You make a change on PC2
12:10:15 You make a change on PC1
12:20:00 These changes have to be merged somehow, and how exactly, only Google / Microsoft / Mozilla know.
