How does cpu base frequency move to maximum frequency?

i5 9400F 2.9 GHz-4.10 GHZ , base frequency=2.9G Hz, but turbo frequency=4.10 GHz. Does it move up to 4.10 GHz automatically when softwares/applications need? Or do we need to set something in bios to make the frequency in 4.10 GHz? And is this a good i5 processor?

It's a good processor and turbo boost is automatic, it'll boost when required depending on application.

Windows power plans also influence turbo speeds. Balance will see cpu speeds fluctuate up and down depending on use, if playing a game clock speeds will remain high and reduce doing little. High performance will elevate turbo speeds most of the time regardless of usage.

If cooling is adequate, CPUs can remain at highest levels, or overclocked for many years without issue. My 2600k has been at constant 4.5 since 2013.

There's nothing extra need doing in the bios, turbo is a standard feature.
