How does one get smooth gameplay(soap opera effect, almost)

this game play is very smooth on Witcher 3. How come it's so smooth? is it the CPU? I have the same GPU, but I don't get that experience like this guy

motion blur actually does that? I thought it was a horrible thing to have on.

Most likely, I'm personally addicted to motion blur lol. So even if I have to play my games at low settings, I usually keep motion blur on as the only extra setting...

Some people hate it because they care more about FPS than the visual experience. I'm more towards FPS over quality, however I usually like a game a TON more if it has good graphics.
