How does playing Xbox games on PC work?

I want to play the Witcher 3 and fallout 4, which I currently own on Xbox one, on my PC when I build it(In like a week or so). I have built this thing like a beast to absolutely destroy my Xbox, and in doing so have spent quite a bit of money. Playing these two games would the files be downloaded to my computer like if I were to buy it from like steam or even get a physical disk, or would it be streamed over my WiFi like I've been reading about?

But you'll be restricted to the power of your xbox machine. To get the benefit of your PC, will need to buy/download games through Steam, a digital means of acquiring games as you're aware. Steam keeps games updated as updates are released for titles you own and Steam is also your personal games and software portfolio. Your steam account and content you buy will be with you (Your account) forever and download whenever and how many times as you want, even on other computers with your own account.
 
There are other games services like Origin which is more exclusive for EA games being an EA service to compete with Steam albeit may find some titles crossed over from EA like some of the Command and Conquer series, mainly older games.

Gog is another service, can buy games through them and activate on Steam via activate product if Steam also supports that game. Amazon as well sell games for Steam but just make sure if buying a game because of a good deal in it's description can be activated through Steam.
