How does propaganda work?

No matter how hard I try enemy cities do not want to revolt.
Sometimes enemy propaganda upsets my citizen, but nothing happens
as well; I would just go catch probable enemy spy. Is it even
possible to initiate a revolt by propaganda?

It is possible but not easy. Unhappy cities which are within your
sphere of influence -- close to your cultural borders -- and of small
size are most likely to revolt due to propaganda.

I don't know if the AI uses it at all. Ordinary cultural conversion
will let cities change sides with no need for espionage.

I experimented with it a while but haven't used it much since then.

I am not sure what it did for me when I was at peace except to lose
spies and cause wars.

It seems it was most effective during wars. The cities would get war
weary and the AI would have more incentive to accept peace terms.
Sometimes they would revolt and I could get the cities in trade for
peace. non-productive and non-growing cities aren't very valuable to
the AI. Of course, it is hard to convince an AI to give up strategic
resources without a fight.

I find it strange that you can't use propaganda on Democratic
countries. In the real world it is used very effectively in such
places.

Yes, and minorities are neglected in their suffering. And sometimes if
they revolt, they are then considered "insurgents" or rogue. When in
fact all they are trying to do is protect themselves.

In real world it usually means that the country which considers itself
"democratic" is usually no longer is. It only mistakes elections for
democracy. Patriotism, political correctness, national pride upraise all
serve to silence democracy. Sid's treatment of democracy is painfully true
to its bone: one city in disorder is a real concern. Majority happiness
does not count, minority suffering does. Is not it funny how an abstract
computer game follows current events and even predicts future?

That's a rule that can be edited, if you like.

I have a copy of the BIQ I play regularly so I can make minor
modifications to fine-tune the game. I taught a friend of mine how to
do a few and now he plays Sim-Deity instead of Civ III. Don't get
too carried away and the changes can make the game more fun without
watering down the challenge.

I used to try an make all my people happy. Then I stopped caring and
started drafting or just let them get pissed off. As long as they
don't revolt who cares. Give them just enough to keep em happy.
