For in-game settings, try not to use hardware anti-aliasing like msaa. Turn it off or use whichever type is lowest. Or use software aa like fxaa etc. This will boost up your fps significantly.
If you use ultra texture settings, lower your lighting and shadows to low/medium. If using high textures, you should be able to bump up lighting and shadows a notch or two.
Everything else like motion blur or particle effects can be adjusted to help fit your target frametate.
This is pretty much how I set up my 750ti for my games, and it still looks and plays better than a PS4.
