how does the GPU/MEM clock affect temperatures?

currently have a EVGA 980 TI SC ACX2.0, at it's base clock 1101mhz my temps are around 45c but when it kicks its boost clock to 1303mhz temps range from 70-73c (is this normal for a 202mhz boost?) with the fan curve at 70% for 70c, are these temps normal? mem clock is at 3505, i was expecting temps to be way less considering how evga is flaunting the whole ACX2.0 thing, the fan is also quite loud at 70% but if i put it on anything lower like 60% temps rise about 3-5c, ambient temps are at 23c right now which concerns me for the summer when they reach anywhere from 28c-32c

It will boost as long as it is under load and has thermal and power headroom. The temps are not from the boost they are from it being under load instead of idle. And they are fine. 70C is not an issue at all they can handle 95C and 80C is perfectly fine for normal use although a little warm. If it were to got it would throttle instead of boost


how much of a rise should i see during the summer? would it be a good idea to run all case fans at max during the summer? right now i have them at about 60-70%, right now i'm at 23c ambient would temps on components rise for every 1c ambient goes up (EXAMPLE: say ambient is 32c in the summer, should i see a 9c rise on GPU/CPU?

 
Your taking something, and pushing it beyond the conditions it was set to work at.
When you increase the core speed of a Gpu, and the memory on the card each requires more electrical current to keep it running and stable, the off set is the more current used the hotter things get, and the quicker they get hotter also.

This is because all electronic components have a resistance to electricity also the by product of it is more heat is generated when the device is made to work over its stated safe electrical specifications.

Witch is what you are doing by overclocking.
And why you can void your warranty on the device, out side of known working specifications.
