Presumably you are referring to Revolutions Per Minute. A hard drives may be said rotate at 7200 RPM -- whereas if you've ever looked at the rotating media inside a 3.5 floppy disk you can quickly see that it turning at considerably less than than that -- usually 300 RPM, I gather.

The difference is reflected in the time the different media take to write, find and read data on the disk.
