How does this dual drive ssd and hdd work

Solution
You get one 120GB SSD and one 1TB HDD.
Most of the time, getting a separate 120GB SSD and 1TB HDD is cheaper and you get a better performing SSD.
Also if you format the WD Dual drive, you format both the SSD and HDD which might be an inconvenience.

Solution

No, they are not separate. They are both combined into one.

However, I'm not sure if the drive uses the 120GB as a cache only drive or allows windows to see it as a regular 120GB drive so you can put your OS on it.

Never said it was separate drives. You get access to the 120GB like a normal 128GB SSD. The 1 tb hdd is locked until you use WD special software you unlock it.,
