I heard that some H61 motherboards need a update to go with the ivy bridge. What that about and is it true?

Hey there,
According to the budget you mentioned £700, I assume you are in UK... So for that budget I actually managed to choose a much better system from the market of UK.

Here is my suggestion for the same price...
(Note1: it will be a massive boost and upgrade over what you are thinking to buy already)
(Note2: I also assume from the pieces you mention, you are not going to overclock the system so the motherboard is choosen accordingly and intel stock cooler is used to stay in the budget)
(Note3: if you are going to overclock the system you can pay like £50 more in total to get an aftermarket cooler (preferably Hyper212Evo and a z77x type overclocker motherboard or similar)
(Note4: if you prefer nvidia gpu's over amd, you can get a gtx660ti for a similar price and similar performance)
(Note5: i managed to squeeze a SSD drive + 1tb hdd)

update for your question:
yes h61 boards can be used with a firmware update. if you update your bios it matches the ivy bridge (h61 boards matches them already physically)

For that price, that system would be amazing I've got to say. The only problem with that is I'm customising the pc in shop near where I live. So I might not get it that. Thanks though I'll price them parts up at that shop and see. Also do you know why all them parts were so cheap.

The components are "cheap" because you'd be buying them from online retailers. The profit margin is far lower there, so you can get your components cheaper than when buying in a local store.
