So I'm getting the TUF B450 Plus motherboard with 3000 MHz RAM. The motherboard is limited to 2400 MHz or something, so what should I do? Do I have to overclock something before booting to Windows? Is it safe?

With Ryzen chips the memory controller is in the CPU not the motherboard...the 2600 supports up to 2933mhz ram natively but can run as high as 3400 with quality ram.

Your motherboard defaults to 2400mhz as a safe baseline speed for all DDR4 memory and has nothing to do with what ram speed you can actually run...that depends entirely on your CPU choice and what memory you buy.
