can I overclock to 4ghz or 4.5ghz? what's the safest/good OC? Also please be light on me as this is my first pc build and i'm fairly new to this stuff, thanks in advanced

The ability to OC will depend largely on the quality of your CPU. Some are easy to OC while others not so much. 4 GHz should be reachable without too much trouble but 4.5 could be a stretch. I'm at 4.6 GHz with a similar system.
