I have a Ryzen 5 2600 OC'd to 2.95 GHZ with a GTX 1660 Ti and I have no isses with streaming while I game.
I have even had 2 different TV's streaming from my PC (using PLEX) while I was gaming and even that was not an issue.
As long as your CPU isn't getting Maxed out while gaming you should be fine.
Streaming really doesn't use much of the CPU unless it is transcoding.
I'd suggest that you optimize whatever you are streaming before you start gaming if you can or set the transcoder to a lower priority.

I just streamed before but for some reason Im getting notifications of my stream lagging out even though my load up speed is good an all for streaming

That sounds like a network/wifi problem.
My wifi is capable of 150 mbps which is obviously massive overkill for streaming.
I have seen it use 3 to 5 MBps when streaming 1080p movies to 2 TV's at once.
I'd check the quality of your connection and also check for interference.

I just checked my settings again and went to advance the network. I just place it to the ethernet i was connected to and now its working
