Solution
Expecting to play the latest games on a $210 PC is kind of unrealistic. This is the best I could come up with. It will hopefully manage low settings at 720p in the games you mentioned.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G4400 3.3GHz Dual-Core Processor ($58.99 @ SuperBiiz)
Motherboard: Gigabyte GA-H110M-A Micro ATX LGA1151 Motherboard ($49.99 @ Micro Center)
Memory: Avexir Budget Series 4GB (1 x 4GB) DDR4-2133 Memory ($12.99 @ Newegg)
Storage: Western Digital RE3 500GB 3.5" 7200RPM Internal Hard Drive ($35.98 @ Amazon)
Case: Xion XON-310_BK MicroATX Mid Tower Case ($27.00 @ Amazon)
Power Supply:...
You won't get a playable framerate in 1080p with that graphics card. You'll probably struggle to get 30fps in Fallout even if you run it in something like 1280x720 on the lowest possible settings.

What country are you in and what budget are you on? Might be able to find something better for your money.

i live in the us.. and well$ is limited for me (im kinda poor) so i have 210$ to spend... i know its not a lot... sorry...

Solution

ok..that seems realstic.. but what about a GPU? I'm no comp expert but doesn't a comp need a GPU?

That CPU has an integrated GPU. Integrated graphics aren't usually recommended for gaming, but there isn't much choice with your budget. Like I said, the integrated graphics will outperform the PC you were going to buy, and you can probably average 30 fps at 720p with low settings. You may want to check out other used deals though as Hyboria suggests, can probably get more band for your buck.

ok, btu were can i get all thease parts put together into one? as i said befor im not comp genius so i dont know how to put a comp together.
