How high is my bottleneck?

Hello,
Just some time ago I replaced the 750ti with a gtx 1070 in the pc running an i3 2100 and 2x2gb @ 1600 mhz. The FPS has gone to ****. Not even 60 at lowest settings even on csgo. I hit the bottleneck calculator and it says 28% bottleneck. I mean 28% can't be all that bad. I checked if there is thermal throttling but no and neither is the gpu throttling. temps are fine with the cpu at 67-72 degrees and with the gpu @ max 80 degrees. What else can I do?

First off watch the language.

Second the bottleneck calculator is complete garbage, do not waste your time with that website.

Your CPU is a dog, your GPU can push the graphics way beyond what that CPU can deliver. Its not thermal throttling or anything, the CPU literally can't feed the GPU nearly fast enough.

Time for an upgrade.
