In general, you cannot. The CPU is locked, and the motherboard is not intended for overclocking. You do get 3.6Ghz Turbo on multiple cores. That's the way Turbo works, you get the maximum on one or two cores and less as more cores Turbo.
Why do you want this?
You may be able to get another 100Mhz on the whole chip by adjusting BCLK from 100 to 103. (but will probably get less)
