how i can solve can not access c drive

i download program that called oracle for database system and i save it in c drive after that if i want to do anything there message say " can not access c drive" i can not save anything or delete anything or download anything .how i can solve this problem? Note: i use windows 7 please help me because i have a lot of practical exam

(OracleXEUniv) this is the name .our teacher give us in flash and when i copy it in my computer there are step to instill and i save it in c drive .
