How I change the program windows to any color but white? It's blinding!

When I open anything in Windows 10 the program window is a bright blinding white. I tried the Settings and the color option in there but it didn't help, neither did adjusting the brightness. How do you change the color on the program windows?

The only way I'm aware of to change the window colors is to install a theme. There are many themes available online.
