Depends on what you want to do.
If you need the three install disks ...

-Have three blank floppies available.
-"X" is the drive letter of your CD.
-Run X:\i386\winnt32 /ox.

If you want a bootable floppy for other things, take a
look at Q199467 in the KB.

also , as a little aside, you can create a Windows 95 style boot disk from
Windows 2003 by right clicking on the A: drive in Explorer.
