Parallel and serial ports are enabled/disabled from the BIOS. If your motherboard has one, make sure it is enabled. Other than that, the nescessary drivers will be included in your mobo's chipset drivers.

Most new motherboards nowadays have an internal connector for a parallel port but no actual external port. Some times they come with their own adapter for that. If you don't have one, you will need one like this:

They should be enabled by default; I know COM0 and COM1 are still reserved by the OS as of Win XP, and believe that is still the case in Vista/7.
