[SOLVED] How is lc cc 95 rated at 130 tdp and yet so cheap and "bad"

I've been looking for a cheap upgrade for my i7 870 and this caught my eye because its 130tdp rated which means that i could probbably oc and increase voltages but its like cheaper than any 95tdp cooler i found and its not recommended anywhere, why?

TDP rating can mean at 100°C for a cheap model because there are CPUs that have that as the limit, you should always look at the supported CPU list and if they state any claims for temps.
