How is this budget pc?

All I'm really wanting from this build is the ability to play most games in 40-60fps in games such as Skyrim, GTA 5, L4D2, and The Witcher 3. I've changed the parts in this build multiple times, but I think this may be the final product, that is, if you think this will be able to handle gaming well.

It should handle, but that CPU may struggle in more advanced games. Is $600 your max? I would suggest going to the i3 (i5 if possible). Also don't see the need in an optical drive. You always buy an external one later down the line. If you are thinking about installing drivers, you could always download the ASrock drivers on a USB and install it then. Also what resolution and quality are you planing to play on? You have an RX 580 which can handle those games, but again pentium is going to hold back in some cases. Not to mention 1 stick of RAM.

I get the gaming portion, but he may want to do other things. But I agree, getting the i5 is probably the best route in this situation.

As a budget starting point that is a good system. it will be faster than my current system.
Looking at the build with bang for buck goggles. Ram can be added or replaced later when you add an i5. Good system, good price.
if the budget allows I would get either a seasonic s12II or a cx550W series. the 600W is not bad but its not as good as the ones I mentioned
