i'm gonna overclock everything as much as i can, (except ram) to get as much performance as possible. thoughts?

You aren't going to overclock a modern processor very far on a Hyper 212. Swap that out for something better at dissipating the tons of heat that an overclocked CPU produces.

The 9600k struggles with frametime stability in modern demanding games. You would be far better off with a $200 Ryzen 5 3600, which performs like an i7 8700k. Although the 3600 is unlocked, it doesnt overclock far.

The AMD Radeon RX5700 can deliver better performance for similar money to a 2060 6gb. https://gpu.userbenchmark.com/Compare/Nvidia-RTX-2060-6GB-vs-AMD-RX-5700/4034vs4046 Also, the 5700 can have a registry mod done to allow it to overclock very far.

You can overclock GPU and CPU cache can also be overclocked, but this is uncommon. AMD 3rd gen CPUs can have infinity fabric overclocked, but Intel CPUs cannot as they lack infinity fabric.

I would also say go with an R5 3600. The 3600 doesn't need an expensive cooling solution, being a 65w cpu, and overclocking is not really necessary.

I still would go for the 6c/12t 8700k or 8c/8 thread 9700k if you MUST have intel. Remember, the 3600 is cheaper than both the 9600k and 8700k while performing similarly if not better.

The 9600k has issues with unstable frame times in demanding games, indicating stutter. Time will only make this worse.

GHz has a lot to do with processor performance, but its not all. The core and thread count has a lot to do with performance as well.

CPU can be overclocked in BIOS or through the Intel extreme tuning utility within Windows.

For your GPU, you can either overclock it through MSI Afterburner or AMD Wattman within Windows.

how do the bios work, i know like nothing about that.

also, are there any parts that you know of that are lower and better in performance? (i dont plan on changing my cpu) espcially a cheaper cooler so im not spending 75 bucks on a cpu cooler, but i want to comfortable overclock.

Overclocking isn't simple or easy to explain in a few words. You should look at a good Intel Coffee lake R overclocking guide.

If you dont mind CPU aesthetics, you can go for a cheaper CPU cooler like a Noctual NH-U12A. It actually is cheaper than the Dark Rock 4 and cools better, but looks horrible in my opinion. If you are looking for 5ghz, you will want a good cooler. You possibly may be able to go cheaper, but the CPU may run hot and the cooler may be noisy.
