I saw this video about a gtx 1080 in comparison witg a i7-2600K and i9....

I wondered why when you compare very low and high settings the framerates dont really go down a lot and that the cpu and gpu is using way more %.

Why doesnt it use more % on very low settings?

On low settings you use less power from the gpu to produce fps. On high settings you need more power from the gpu to produce fps. It also depends on what resolution you are using.
