I said my country had it's Thanksgiving this past Monday (2nd Monday in October unlike the Forth Thursday Nov) . Which means I live in Canada. And as I have said in a previous thread, I don't have any budget for this. The only reason we're still waiting is to hear from the "community funding" people because of the super special funding. Since pre-Covid times the community funding would NOT cover something like a "gaming computer" but it does under Covid. And since this past Monday was a holiday in my country I'm not expecting anyone to reply back until the upcoming Monday at least due to a "backlog of emails" about special funding expenses.
Yeah, I'm well aware you said you'd already had Thanksgiving, and put that in my post. I also figured Provincial meant you were in CAN. Still have Xmas up there though. Thanksgiving really has nothing to do with this though. The only reason Black Friday, as it's called here, happens the day after Thanksgiving, is because that is considered the official start of the CHRISTMASS holiday season.
Sounds like this community funding is similar to the so called "Stimulus Payments" we got from our gov here in the US. Here they made it clear how much everyone would get. I guess up there they are basing it on your situation (which they mostly did here) but waiting until last minute to notify people. That can make it hard to beat the rush of holiday shoppers, especially this year, because they're warning everyone to shop early to avoid shortages.
So, if you don't have any idea what your budget is yet, it's hard to even answer your question on whether you can do this before year's end. I'll just maintain that once you find out what the budget is, be ready to buy something. I would also highly recommend buying form a trusted seller that honors full money back returns for at least a month (often 2 months during Xmas holiday here). Meantime, as I implied, looking for deals online is going to be more useful than asking questions we can't answer due to lack of info.
To give you an idea, here we regularly see deals at Newegg on brands like ABS, which is one of the better affordable prebuilt brands due to using quality vs in house parts, and usually adequate build workmanship (can vary during holiday rush). The typical prices have been around $1200 USD for a Intel based rig with a 3060 and 1TB NVMe drive, 16 GB RAM, etc. You're going to have to do a lot of the legwork though, or at least tell us what online vendors you prefer. I would consider narrowing down a search for systems in 3 different price brackets, so you'll be ready to make a decision at any price point.
In times like this, it's those whom do their research ahead of time, weigh their decisions carefully, and are quick to click when the time comes, that get what they want before it's too late.
