how long does it take for the bios to pass?

i had noticed something different that had happened with my booting. while the spinning circle loading thing was rotating i saw it freeze for like not even half a second and then started spinning again and got me to the sign in screen. this only happened to me once and i haven't noticed it again, but i thought in my head was that a windows issue? or was that a bios issue? i'm not sure if the spinning circle on boot up is from the bios or the hard drive.

This sounds like Windows booting.
The bios startup will happen quickly before Windows starts to boot.
Slow Windows startup doesn't mean your hard drive is slow, it would be Windows configuring itself after updates are installed, or other applications starting up with Windows.

if this problem happens again should i go with ssd or wipe windows because i was really considering getting the samsung 850

You should just wait for Windows to boot. You don't have an issue.
