cfm stands for cubic feet per minute i guess you can consider 2 cubic feet per minute a lot but I don't think in actual practice you will notice much difference in performance, 23db is pretty decent sound wise its not too loud under 30dba is considered a whisper (a very loud whisper in my opinion lol), do you want to say what fan your looking at? there are better performing fans than 40 cfm

all three fans i've suggested are more torwards someone worried about noise you can go for higher airflow fans up to the 70-80 cfm just a higher db too
