How many Cities to take Rise of Rome

I just finished this game and the last stretch was tough trying to get
the 20% of the territory. I had around 80 cities when I finally
finished. The last 5 or so I got by sneak attacking Persia.
Basically I don't t think you can win this game with out doing some
serious settling.

I love the Legions though. I think they are my favorite unit. They
kick butt over anything else in the game.

Rome is the best colonizer -- it has a wonderful settler, and its
legions can build roads. So obviously, you should be establishing new
cities and road nets as fast as you can, especially in peace (or
relative peace).

For sure, it explains how Rome dominated the era.
