Kinda, It is really only noticeable above 2k. Also they run at different bus speeds. the original flex is like 300Mhz, the ridged ones where like 400Mhz and these new one are 650Mhz. On top of that the HB have the tracers all the same length so there isn't anything "waiting" on data. Helps at higher resolutions.

This benchmark kinda shows it. https://techbuyersguru.com/sli-scaling-analyzed-evgas-geforce-gtx-1080-sc-and-hb-sli-bridge?page=1 its 100% game dependent of the befits.
You will need to use these new HB SLI bridges if you are gaming at 2k or above. It makes a difference. Less shuddering and frame rate drops. You can get away with 2 flex bridges, but you "may" find the SLI experience to be lacking. 1 bridge is not enough anymore. I'm not sure if SLI will even activate with these 10 series cards using 1 bridge. Haven't tried it myself.

It will activate and run with 1 older SLI bridge, but as you said, anything above 1080p has worse quality (Stuttering and lower frame rate).
