Gaming draw should be around 275W. As mentioned that's a cooler that can handle up to 200W of CPU power being output to it. So your 95W CPU is fine. The old FX 9590 CPU that starts at 220W wouldn't work well with that cooler.
Im usng the stock cooler at the moment which is the wraith spire cooler, the cpu cooler itself uses 200 watts
it does not USE 200W it can COOL down up to 200W of heat from CPU.
your whole build will use MAX 600W as its what PSU can give.
from parts you should be around 100W on mobo + cpu+ others + 150W from GPU
if it was a 1080ti+8700k+highend coolers max OC, it wont reach more than 350W average. may not even peak over 400W. so your 600W is more than enough and you need the constant 50amps++ from its 12V. so youre fine.
You have misinterpreted something, there is no way that a CPU air cooler draws 200W. The fan headers on the mobo run at 12V and typically supply about 1 amp max for a wattage 12W. 200W is not even in the ballpark. https://forum-en.msi.com/index.php?topic=148510.0
