Here, shows the difference between the 2060, 1660Ti and RX590. You can look up the difference between the 580 & 590.

The 2060 also supports Ray Tracing but was never really strong enough for it to be useful.

The 2060 is slightly better than the 1660ti like maybe 8%-12%. The RX 580 is way worse more like a 1650 super. The RTX 2060 has RTX but it only works at 1080p on weak games and settings at low framerates. Overall I would get the 2060 because once the GPU shortage ends the 1660ti and RX 580 will have very little resell value compared to their price today while the 2060 will maintain a better price.
