How much clock speed exactly i have???

I was checking which game I can run on "Systemrequirementslab.com". There it was written "Your have 2.3ghz performance rated at 4.83ghz". I know actually it is 2.3ghz but what does that mean "rated at 4.83ghz"

CPU-INTEL 2.3GHZ
GPU-INTEL HD GRAPHICS 3000
RAM-6GB{2GB + 4GB(UPGRADE)}
OS- WINDOWS 10 64 BIT BUILD 10240
