In circumstances such as gaming, would a video card 1100 Mhz base clock speed work better than an 1000 Mhz card? How much do clock speeds matter, and under what times do they matter?

If comparing same generation, same line, AMD to AMD (or nVidia to nVidia) bigger is better. You can not do this cross platform or cross generation.

I don't get the focus on tech specs.... make things easy on yourself and look at real application or game based benchmarks (not synthetics) for what you do with this PC. This is the only thing that actually matters.

That and ROPUs (render output units). Also take into consideration PCI E generation and the technologies the GPU has. For instance Free Sync has higher latency than G Sync. Saying a GPU is faster because of it's clock speed is almost like saying a GPU is better because it consumes more power.

Are you crazy ? Everyone knows that performance is proportional to how much money you spend ! :)

Wait .... how come 4 Titans is slower than 3 ?

How do you spell overkill? What does it mean? Never heard of that word before. Actually, the ones I like even better are when someone is looking to build a water-cooling loop that cools everything (CPU, GPUs, RAM, NB, VRMs etc), realizes their case has 2 radiator mounts, won't buy a bigger case and ditches the plan entirely, buying an upgraded air cooler.
