You're completely changing your question. That depends on where you live. This thread isn't making much sense so far. Check local retailer websites?

Yeah - not helping - the original question appeared to be able the cost to run it, electricity-wise (where my guess would be from $8/m to $24/m in the US).

OS costs US $100, one time - no recurring cost. Software totally depends - I buy some the day it hits for $60 and some for a few $ on a Steam sale.

We'd need a lot more info.
But if you're referring to the operating system, Windows 10 would be the default choice.
