How much download speed should I have for planetside 2 without any problems or lag?

of course but download speed doesn't matter... upload speed and ping do

It should be. But PC specs are also needed. The game can be really slow at times, even for high end PCs.

Yes, but it would also depend on which server you play and the PING that follows with it. Generally, lower the PING, the better.
