Question How much downward air is safe for a PC motherboard? How much CFM is 2 much?

You mean physically damaging the motherboard due to the airflow? LOL, I don't think there are any off the shelf fans that can do that. Not even the 6k rpm industrial delta fans can do that.

What if i used one of these heavy equipment coolers there crazy powerful. I have used them in a pc but not blowing directly down at the components

Where are you going to mount that 150x50mm AC fan? I'd figure it's too big to be mounted to any heatsink or radiator. You can get 150x50mm fans in +12V DC. The Delta AFC1512DG +12V 150x50mm produces even more CFM (259 cfm) than the 150x50mm AC fan you listed.

I never realized they made such large fans w/sleeve bearings either. I'll bet it's loud too.

The downside to using that AC fan is I don't think you'll be able to control the RPMs, so it'll be running full speed whenever it's on.
 
I suspect it is extremely high number. You can find a large number of videos of people doing stupid stuff.

linustechtips and jayztwocents have done these type of videos. These guys tend to have mostly have serious content but do stupid stuff. I know jay was using a leaf blower
