At full HD,max settings,Msaa*8,ultra textures. But when playing watch dogs nothings seem better than crysis 3 graphics. Then why so much hardware requirement

Solution
You need 3gb of vram to play it on ultra.R9 280x and GTX 770 can easily max out the game but the game is poorly optimized. So,you may see some issues. The patch is on the way. Then the game will run fine. The perfect rig for Watch Dogs in my opinion is R9 280x or GTX 770,8gb 1600Mhz,and if you are short of money for getting a processor then just go blindly with AMD processors cause you get more cores for what you pay with is the main requirement of watch dogs.

as others have stated, although a new patch has been made for WD it still isnt properly optimised for gpu/cpu. i still think that you need 1gb of vram. also there are more settings to increase the texture res if you have 2gb/3gb+ (1gb being the least) and txaa and such but txaa blurs the textures so... on the true ultra settings, Watch Dogs looks amazing, just the water that looks horrible but has brilliant physics. i hope this helped.
