I don't know what is available to you but since your new to this I would go with...
-Non-K i5 (OCing IMO is minimal performance for gaming) & stock cooler is fine. If for some reason you do require better cooling then the Cryorig H7 or EVO 212 are great budget coolers.
-B150 MB (good mix of quality & features such as M.2)
-Minimum 8gb DDR4 with the ability to upgrade to 16gb
-Bare minimum 120gb SSD for OS but preferably 250gb+ for games which have longer loading screens
-1TB HDD for storage, Seagate or WD is good for the cost.
-GTX 1070 which will pair well with a 1440P/60 FPS/IPS monitor
-As for case get anything you like that will accommodate all your parts, I like NZXT or Phantek.
-For PSU Seasonic, EVGA (B2,GS,G2,PS,P2 & T2) or...

Is that amount in US Dollars?
PC Part Picker found that with many of the exact same parts the total could get as low as $1,377.36
That is internet prices in US Dollars.
It will always cost more for a system that is built vs just ordering the parts.
It is typically cheaper to order from the internet than buying in a store.

I could see paying up to $1,500 (USD) for this.

Well I did try to build this on my own and I pretty much have no experience in building a PC ( first time trying 😀 ) and I am from Israel, about the balanced build what kind of 1440P monitor would you recommend? I would prefer one with IPS

Yes that amount is in US dollars and I know it is from PC Part Picker but I just don't like buying with a CC online, even tho I can see it is much cheaper to buy from PC Part Picker =/

I agree,
I would personally save some money by purchasing an i5 instead and a lesser CPU cooler. Good points! Additionally I would save myself more money by purchasing other lesser parts but keeping certain ones that affect performance.

-Monitor I would go 1440P/60hz/IPS.
-K/M is anything you prefer.
-Headset, would recommend the HyperX Cloud II
