So i recently bought a laptop with an AMD Ryzen 5 3500u with vega 8 graphics. the laptop has 8gb of ram however only 6gb is usable. im guessing the gpu is taking up 2 gb but in task manager, it says that my gpu has 2 gb of dedicated memory and 3gb of shared memory and 5gb in total (2+3). AMD Radeon Software also says i have 2gb of VRAM. what do these mean?

2 gb, the other 3 gbs can be used as either system ram or vram. System ram takes priority and you will likely never use over 2 gb anyways. You may want to look at lowering the pre-allocated amount so you can use more ram.

Ok so is there a way to get back the 2 GB or at least 1gb since there is already 3gb of shared memory?
