How much power for all these components ?

Cooler Master Hyper 412S/RR-H412-13FK-R1
12GB RAM

Is 650W enough or should i go with 700W or higher ? Is Cooler Master Hyper good,i am not going with overclocking.

There are no a lot of PSU-s in my country, http://www.emmi.rs/napajanja-i-dodatni-ventilatori-napajanje-700w-raidmax-rx-700ac.11.html?productId=30478 this is cheaper than any 650W is it worth it?

That's from raidmax. Brands like corsair,seasonic,xfx,thermaltake etc. are always recommended.
As it is the 290, i'd say invest little more and get the branded one.
