You didn't list any other specs, but assuming 2 hdd, 1 opt dr, 2 case fans,
& mainline CPU, then yes a cx430 will run that 650ti.

I'm using the 1TB HDD from my older computer and same goes for the dvd burner

Some one told me it would heat up and not work decently. But with those 5 fans in the case and having an AC in my room, I don't know, I'm doubting.

OMG, he really doesn't need to.

If he's thinking about a GTX650 Ti or GTX650 Ti OC then his total power draw will be under 300 watts anyway.

A 400watt PSU will be ample, so long as that isn't its peak output figure.

Many years ago, and almost as many forum restructures, Toms Hardware got me up and running. (Before 500MHz CPUs, and as far back as 25MHz ones).

People here tend to over estimate the power supply, which there is nothing wrong with as it leaves headroom.
Todays PSUs are 80% efficient (minimum) from idle to peak, and often 90% efficient at 71% load.

One simple trick is to base your consumption on the model of GPU higher than you're aiming for:

Then go the greater of at least 50 watts higher, or +25% higher in PSU draw.

Total Power Supply Wattage is NOT the crucial factor in power supply selection!!! Total Combined Continuous Power/Current Available on the +12V Rail(s) rated @ 45°C-50°C ambient temperature, is the most important factor.

Overclocking of the CPU and/or GPU(s) will require an additional increase to the combined +12 Volt continuous current ratings, recommended above, to meet the increase in power required for the overclock. The additional amount required will depend on the magnitude of the overclock you are trying to achieve.

The Corsair Builder Series CX430 (CP-9020046-WW), with its combined +12 Volt continuous current rating of 32 Amps and with one (6+2)-pin PCI Express supplementary power connectors, is more than sufficient to power your system configuration with a single GeForce GTX 650 Ti.
