550W (All you need if you're overclocking using air coolers)-650W (Possibly needed if you're overclocking on liquid cooling), unless you're doing exotic cooling and extreme overclocking, like LN2.

Geforce RTX 2070 Super Specifications

Based on the official specs for the card (650 watt recommended), I'd probably go with a quality 700 - 750 watt PSU if you intend to overclock.
