How much PSU Wattage Do I need

CPU: Intel Core 2 Quad at 2.66GHz
RAM: Crucial 16GB (4 x 4) DDR3-PC3 12800
GPU*: XFX One Radeon HD 5450 ON-XFX1-DLX2 Video Card - 2GB?
HDD: 1 TB SATA at 7200RMP
Case: Dell Optiplex 780 SFF

The PSU that came with it is 235 watts, which I know is too small, the graphics card is not yet inside of it because it requires at a minimum of 400 watts.

You will have to find a decent 350W SFF supply that fits in your slimline.
