Hello,

How much RAM is needed minimum for HTPC to work smooth ?

will be used for playing 4K movies , and to record Movies at the background while watching other movies /TV Channels.

Truth be told for pure media even 4 gigabytes should be plenty.

PowerDVD lists a minimum of 2 gigabytes for 3D Bluray playback.

When i built my last Media Center PC(7 years ago), I had 4 gigabytes of memory with no issues. I used it for much more than media(Even some gaming for a while). Recorded TV was done with a hardware encoded card(ATI TV Wonder 650 USB later replaced with a Hauppauge HD PVR. Both USB because the system is mITX) so the cpu and memory requirement was very minimal(old i5 750 still deals with media without any issues).

I still use this system for almost everything media(Recording/playback of TV/CD(ripped on the same system)/DVD/Bluray/Streaming) and web related. I did bump up...
8GB will be fine. You could get by with 4GB if you are on a tight budget. If all you plan to do is watch videos on it and maybe some light web browsing, then 4GB will be fine.

Absolutely no reason to have 16GB. That's if you are going to have a lot of stuff open. Dozens of web pages and other programs. For an HTPC, 16GB is really a waste.

would 4GB be enough for recording movies in the background as well while watching another channel or and another movie ?

The HTPC will have a Sat receiver as well , and mite record programs while watching Movies from the internet.
 
I have 8GB right now on my HTPC/MCPC (using an i3 4130 on Win 10 Pro x64) . It used to have 4GB and to be honest it ran perfectly well on that, including recording and watching at the same time. I upgraded it so it could also do some light processing and gaming.
