Well I never had a 650 ti but I have oced gpus. What I do is check out the reviews for the model you have or similar ones and see what they got. Then apply similar settings to yours then try it. If you get artifacts or it crashes back the settings down and repeat the process until it's stable.

It depends. The 'silicon lottery' is the colloquial term what your asking. It basically means that, while all chips are made to do what they are advertised, some chips can do more. Whether or not yours can is up to luck.

So, with all that said, it comes down to bumping values up until it your your game crashes. look into overclocking tutorials for your card on youtube
