How often is new RAM bad out of the box?

For a new build, I was planning on buying my RAM and motherboard last in case I had to return something within the 30 day window. I plan to assemble in November. I saw that my preferred RAM was on sale today for $20 off. Should I wait, or buy now and hope for the best?
 
Very seldom as DRAM is tested before being packaged. Not to say it can't get damaged (i.e. in shipping or getting mishandled). If it goes out I'd say 99+% on good. In fact the far bulk of all DRAM that is RMAed is perfectly fine, people often think it's 'bad' because they are trying to mix it with other DRAM, or they get DRAM that isn't compatible with their system or DRAM with a data rate the MC (memory controller can't handle - or they simply don't know how to set DRAM up.
