How on windows make mac install dvd

How make just like title say mac dvd or cd installer on windows 7 or vista? please help me!

I believe it cannot be done on a Windows system but only on another MAC.

Mac programs are not coded to run on Windows. Get a Windows program to do what that MAC program does.
