How outdated is this system?

Except you can't put DDR3 in that motherboard. Bottom line is you wouldn't be able to upgrade that computer enough to play Watchdogs at anything above a very low resolution and very low graphics settings. That's AFTER buying the computer and then putting more money into it. Like TomSkini said, you're better off building something new. Even something cheap and new is going to be way better than this computer.

That computer is probably 7 years old. There's nothing you could do to run Watchdogs on that computer, I'm afraid. The processor alone is a couple of generations behind the minimum requirements for the game.

The RAM is high so couldn't I upgrade the CPU and add a second graphics card?

You would need to get a new motherboard as well, and by then you've pretty much upgraded the whole system, so you may as well build a new one. You should also get ddr3 ram instead of ddr2.
