How reliable is the Intel Diagnostic check ?

Im really skeptical of everything right now because im trying to figure out why my pc is running so slow. I cant play any of my games without a bit of frame rate lag. So now im trying to rule out every possibility as to whats causing my pc to run slower.

I have an i5 4690K but the diagnostic check says everything is PASS. But is it actually a reliable source ? Im also using the heat sink that it came with. Reviews have said that the heat sink that it comes with is garbage. Would changing the heat sink improve anything ? Sorry if thats a silly question, Im very new to PC hardware

I know for a fact that its not Graphics card, I just upgraded to the gtx 1060 and im still getting frame rate lag.

Ill list my specs if that helps rule out anything else.

i5 4690K
8BG Ram DDR3
1 TB HDD (My hard drive space is damn near at full capacity, Im not sure if thats common to slow down your PC)
PSU EVGA Bronze 850w (Since my pc doesnt need 850W, is it possible that is could be killing my motherboard ? Also my PC only needs about 500W, ive been told by a psu calculator)
MSI B85‑G41 Motherboard ‑ LGA1150 (I also have a good feeling its the motherboard causing all my problems because it was a pretty cheap motherboard)

 
Did you run Intel XTU with all hardware monitors enabled in the background to ensure the CPU runs at full speed while gaming? The powerful PSU can't be the issue. The motherboard probably isn't causing the issue, but you can't overclock the CPU. What is the monitor's resolution? How did you determine the issue is with the system and not the GPU or the HDD? How busy is the HDD according to Resources Monitor when you notice the PC is slow?
 


I have not tried any of those things. Ill give it a try and let you know whats up.
And I just figured that the GPU wasnt the problem because I upgraded to the GTX 1060 and am still having problems.
 


So I ran Intel XTU Stress Test, It said my CPU passed and my Memory passed. Benchmark score is 699. I'm guessing that's a low score ?

Also I'm not really sure what to be doing with the resource monitor.
 
The benchmark score on mine is 813 (several processes are running), but you did you enable all hardware monitors to see if there are issues? What were:
- The Maximum processor frequency?
- The Highest CPU Temperature?
- Any throttling occurred?

Use Resources Monitor to check the disk performance when you encounter performance issues.

Why did you upgrade to a GTX 1060 if no analysis was performed to identify the source of the issue?
 
Ive figured it out, my computer was running on power saver mode. I dont remember enabling it. Hmmm, that coud have saved me a lot of stress. But thanks for your help !
